세계청년리더총연맹(www.wfple.org, 총재 이산하, WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계연맹)은 청소년들의 잔인한 범죄가 연이어 발생하자 학교폭력 문제를 해결하기 위한 3가지 방안을 담은 "대학입시 '학교폭력 및 예방 활동기록' 제출 의무화 해야"라는 성명을 25일 발표했다.
이산하 총재는 이날 성명에서 "세계는 지금 인공지능(AI), 빅데이터와 로봇 등으로 빠르게 변화하고 있다"면서 "4차산업혁명시대의 경쟁력은 창의력 증진으로, 창의력을 배양할 수 있는 교육시스템이 없는 사회는 무한 경쟁시대에서 자연히 도태될 수 밖에 없다"고 강조했다.
이산하 총재는 "창의력이란 토양을 배양시켜 가기 위해서는 학교폭력이 없는 안전이 담보된 건강하고 행복한 학교를 학생들에게 되돌려 줄 때 가능하다"고 말하고, "최근 김석준 부산시교육감은 부산 여중생 폭행 사건과 관련하여 부산시민단체와 학교폭력 예방을 위한 소통의 장을 마련하고 각계 대표와 전문가 TF팀을 구성해서 대책회의도 실시했지만, 학교폭력은 더 이상 학교와 교육청의 힘만으로는 어렵다고 판단된다"고 밝힌 내용에 주목했다.
이어 이산하 총재는 "학생들이 맘껏 꿈을 키워갈 수 있는 안전한 학교를 만들기 위해서는 학교와 교육청의 힘만이 아닌, 우리 사회 구성원 모두의 노력과 적극적인 참여가 필요하다"며 "학교폭력 문제를 해결하기 위한 3가지를 방안을 제안한다.
한편, 세계연맹 이치수 상임고문(현 사단법인 대한인터넷신문협회 회장)은 이날"세계연맹은 학교폭력을 추방하는 그날까지 범국민적인 활동을 지속적으로 펼쳐가기 위해서 '학교폭력 추방을 위한 범국민운동본부'를 결성하고 활동에 들어간다"고 밝혔다.

세계는 지금 인공지능(AI), 빅데이터와 로봇 등으로 빠르게 변화하고 있습니다. 4차산업혁명시대의 경쟁력은 창의력 증진입니다. 창의력을 배양할 수 있는 교육시스템이 없는 사회는 무한 경쟁시대에서 자연히 도태될 수 밖에 없다.
창의력이란 토양을 배양시켜 가기 위해서는 학교폭력이 없는 안전이 담보된 건강하고 행복한 학교를 학생들에게 되돌려 줄 때 가능하다.
최근 김석준 시교육감은 부산 여중생 폭행 사건과 관련하여 부산시민단체와 학교폭력 예방을 위한 소통의 장을 마련하고 각계 대표와 전문가 TF팀을 구성해서 대책회의도 실시했지만, 학교폭력은 더 이상 학교와 교육청의 힘만으로는 어렵다고 판단된다며 이렇게 밝혔다.

학생들이 맘껏 꿈을 키워갈 수 있는 안전한 학교를 만들기 위해서는 학교와 교육청의 힘만이 아닌, 우리 사회 구성원 모두의 노력과 적극적인 참여가 필요하다.
이에 학교폭력 문제를 해결하기 위한 다음 3가지를 방안을 제안한다.
1. 학교폭력 예방 활동에 앞장선 학생에게 가칭 '모범리더상' 수여
집단따돌림, 언어폭력을 포함한 각종 학교폭력을 예방하거나 추방하는데 가장 좋은 방법은 학생들이 협력해서 이를 해결해 나가는 것입니다. 그러기 위해서는 학생들에게 동기를 부여해 줄 수 있는 제도가 밑받침되어야 합니다. 그것은 학생들이 직접 참여하는 '다면평가방법'으로 학교폭력을 예방하는데 앞장선 학생을 매 학기마다 선정하여 가칭 '모범리더상'을 시상한다.
이 제도는 초등학교, 중학교, 고등학교 모두 실시해야 한다. 또한 이와 관련된 좋은 사례 등은 수집하여 일선 학교에 널리 알려 학교폭력 예방활동에 적극 활용하는 것입니다. 모범리더상 제도가 시행된다면 학생들의 자발적인 참여가 이어지면서 각종 학교폭력 문제는 점차 개선되어야 한다.
우리사회의 건강한 발전을 위해서는 학생들이 주체적으로 학교폭력을 포함한 청소년문제에 관심을 갖도록 계도해 나갈 필요가 있습니다. 따라서, 집단따돌림, 언어폭력을 포함한 각종 학교폭력 예방활동에 헌신한 학생에게 수여하는 학생 참여형 ‘모범리더상'제도의 도입을 적극 제안한다.
2. 대학입시 ‘학교폭력 및 예방 활동기록' 제출 의무화
경쟁이 치열한 대학입시에서 스팩은 중요한 요소가 됩니다. 하지만 본래의 취지와 다르게 스팩은 공정한 경쟁이 아닌 불필요한 경쟁을 부추기는 결과를 낳기도 한다.
일부 대학에서는 스팩을 평가하는 기준에서 객관성과 공정성을 확보하는데 문제가 있다고 보고 스팩과 관련된 선발인원을 줄여가고 있는 실정이다.
특히, 학교폭력과 관련하여 현재의 제도 하에서는 가해자가 단지 그 스펙이 ‘우수’하다는 이유만으로 각종 활동에서 온갖 혜택을 받는 것이 가능하다. 이것은 가해자로 하여금 학교폭력을 정당화 시킬 수 있는 잘못된 인식을 심어 줌으로서 학교폭력을 추방할 기회를 막는 장애 요인이 될 수 있습다.
대학입시에서 스팩도 중요합니다. 하지만 갈수록 악화되는 학교폭력 문제를 교육당국마저 이대로 방치한 채 대학교가 학생 선발에만 몰두할 수 있도록 한다면 학교폭력은 해결 할 수 없으며, 그 책임에서 자유로울 수 없을 것입니다. 또한, 그로 인한 피해는 우리의 미래를 짊어질 제 2세, 제 3세 아이들, 그리고 우리 모두에게 전가되는 악순환을 불러오게 된다.
피해학생이 또 다시 2차 피해를 받지 않도록 하고, 선생님을 비롯한 학교 일원의 책임으로만 부담 지우지 않기 위해서 공정하고 객관적으로 사건을 담당할 제3의 평가 기구 설립을 제안합니다. 또한 이 기구를 통해서 대학입시에 필요한 ‘학교폭력 및 예방 활동기록'을 의무적으로 제출하는 방안을 강력히 제안한다.
3. '학교폭력 추방을 위한 범국민운동' 추진 필요
그동안 많은 기관과 단체들이 각종 학교폭력문제를 해결하기 위해 노력해 왔습니다. 그럼에도 학교폭력은 줄어들지 않았습니다. 오히려 손을 쓸 수 없는 비정상적인 상황에까지 이르렀습니다. 문제를 해결해 나가기 위해서는 보여주기식 행사나 탁상공론식 행정에서 탈피한 패러다임의 질적인 변화가 필요하다.
이제 더 이상 누군가가 학교폭력 문제를 해결해 줄 때까지 기다릴 수 없다.
학생들이 안심하고 다닐 수 있는 교육환경을 만들어 주기 위해서는 가정과 학교 그리고 기업 등 우리 사회구성원 모두의 지속적인 관심과 적극적인 참여가 필요하다.
특히 기업에서는 학교폭력에 대항하여 이를 추방하는 데 공헌한 학생에 대해서는 특별히 우대한다는 방침을 정하고 입사 시 '학교폭력 및 예방 활동기록'을 의무적으로 제출하도록 해야 한다. 그러면 기업도 인성이 우수한 인재를 확보할 수 있게 되고 또한 사회적책임을 다함으로써 기업의 가치를 높일 수 있는 계기가 됨은 물론 학교폭력을 추방하는데 큰 힘이 된다.
미래의 주역이 될 우리 학생들에게 창의력이 증진될 수 있는 건강하고 행복한 학교를 되돌려 주기 위해서는 우리 국민 모두가 학교폭력을 추방하는 그날까지 범국민적인 노력을 끊임없이 펼쳐가야 한다.

WFPL forms National Headquarters for Expulsion of School Violence Movement
The world is changing at a rapid pace helped along by artificial intelligence (AI), big data, and robotics. The core competitiveness in the fourth industrial revolution is the growth of creativity. A society that does not have an educational system that nurtures creativity can only fall behind in this age of endless competition.
To cultivate the soil of creativity, society must first return a safe, healthy, and happy school back without school violence to the students.
Recently, following the brutal attack on a Busan middle school student by her peers, Busan City Superintendent of Education Kim Suk-joon met with local NGOs to discuss countermeasures and even called together a task force with NGO heads, but eventually reached the conclusion that the prevention of school violence could no longer be resolved by school and educational authorities’ efforts alone.
"School violence can no longer be resolved by the efforts of schools and educational authorities alone.”
In order to create safe schools where students can fulfill their dreams, not only schools and educational authorities both also all of society need to actively pitch in. WFPL outlines the following three activities to counter school violence.
1. Model Leader Awards for students who actively endeavor to eradicate school violence
The most effective way to eradicate school violence, including verbal abuse and bullying, is to get students involved. Systems to motivate students need to first be introduced. This system can have students conduct a multifaceted evaluation each semester to give students at the forefront of eradicating school violence the Model Leader Awards.
This system should be implemented in elementary, middle, and high schools. Outstanding case studies should be gathered and disseminated to all schools as anti-school violence material. Model Leader Awards will encourage students to get actively involved and steadily weed out school violence.
To better advance a healthy society, students need to voluntarily find interest in teen problems including school violence and find ways to overcome them. This is why we strongly suggests the implementation of a student-oriented Model Leader Awards to recognize students who have dedicated time and effort into preventing school violence with bullying.
2. Obligatory submission of 'School Violence and Preventive Activitives Record' for college admissions
Achievements are very important factors in the competitive college admission field. However, despite the initial reasoning behind them, achievements result in unnecessary competition rather than fair competition. Some colleges, judging that evaluating achievements may cause problems in objectivity and fairness, have decided to reduce the number of applicants accepted through achievement-based categories.
In particular, under the current system perpetrators of school violence are open to all kinds of benefits if they have outstanding achievements. This can result in perpetrators to believe that their violent behaviors are acceptable ultimately discouraging the eradication of school violence in the long run.
Achievements are important to college admission. However, if education authorities continue ignore the exceedingly rampant rash of school violence and focus instead on admissions, school violence cannot be resolved and authorities cannot be exempt from responsibility. In the long run, this will affect our future generations as well as ourselves in a vicious cycle.
Accordingly, we propose the establishment of a third evaluation agency that will take charge of the case fairly and objectively, so that the victim will not be subjected again to the second harm and only the responsibility of the school and other members of the school should be borne. Also, we strongly suggest that students be obligated to submit the "School Violence and Preventive Activity Record" required for college admissions through this organization.
3. National Movement for the Expulsion of School Violence
Many organizations have endeavored to resolve school violence. In spite of these efforts, school violence has not shown any signs of waning. On the contrary, it has come to a point where nothing seems to be able to be done.
To overcome this problem, we must move away from perfunctory events and empty bureaucracy and introduce a fundamental paradigm shift.
We can no longer hope that someone will come along and solve the school violence problem.
Families, schools, corporations, and all other members of society need to send their continuous interest and support to create an environment in which students can feel safe about going to school.
In particular, corporations should set a policy of preferential treatment for students who contribute to the deportation of school violence, and make it mandatory to submit 'School Violence and Preventive Activitives Record' at the time of admission. Then, corporations will be able to acquire talented individuals with high personality, and will be a great opportunity to raise corporate value by fulfilling their social responsibilities, as well as to expel school violence.
Therefore, to return a guaranteed safe, healthy, and happy school back to our students, the future backbone of our society, we must continue to progress a national movement for the expulsion of school violence and restoration of educational authority.
