북한 문제를 오랫동안 다뤄온 미국의 전직 관리들은 제3차 남북 정상회담이 오는 9월 열린다는 사실을 긍정적으로 평가하고 남북 관계가 미-북 관계보다 너무 앞서나가서는 안 된다고 미국소리방송이 보도했다.

로버트 아인혼 전 국무부 비확산·군축담당 특보는 13일 VOA와의 전화통화에서 한국의 목표 중 하나는 미-북 간 관여에 다시 탄력을 불어넣으려는 것일 수 있다고 내다봤다.
[녹취: 아인혼 전 특보] “I think it is the positive thing. One of the South Korean objective will be to try to restore some momentum in the U.S. and North Korean engagement… I think that for President Moon it is important that U.S-DPRK track and North-South track proceeds in parallel. I think it would be a problem if the North-South track got far ahead of the U.S-DPRK track.”
그러나 문재인 한국 대통령으로서는 미-북 관계와 남북 관계가 평행적으로 진전되는 게 중요하다며 남북 관계가 너무 앞서나가는 것은 문제가 될 수 있다고 지적했다.
현재 트럼프 행정부는 북한에 대한 압박을 유지하는 데 단호한 입장을 유지하고 있다며 미국은 이런 압박을 너무 이르게 완화하려는 것으로 비치는 한국의 행동에 반대할 것이라고 설명했다.
[녹취: 아인혼 전 특보] I think that it is important for two tracks, U.S-DPRK and North-South, to remain in sync. The Trump administration is determined to keep pressure against North Korea. It will be opposed to any South Korean actions that seems to be alleviating that pressure prematurely.
데니스 와일더 전 백악관 아시아 담당 선임보좌관 역시 남북 회담이 다시 열리는 것은 긍정적이라면서도 한국과 미국이 같은 정책을 갖고 있다는 것에 대한 논의를 이미 가졌기를 바란다고 말했다.
[녹취: 와일더 전 보좌관] “First of all, I very much hope that South Korean government has already been in communication with the U.S. government on their summit and that the policies are linked up together. I think that we have been successful, pretty successful thus far, in keeping our policies and South Korean policies together. And I recognize as it is going forward, it is going to be harder because of North Korean leader what they have done in past, …their strategy.”
현재까지는 미국의 정책과 한국의 정책이 같은 방향으로 움직이는 데 성공적이었지만 북한 지도자들의 전력을 봤을 때 미-한 간 공조가 앞으로 어려워질 수도 있다는 지적이다.
평화 체제와 비핵화의 우선 순위를 놓고 미-북 간 입장차가 드러나고 있는 가운데, 와일더 전 보좌관은 북한이 위험한 게임을 하고 있다고 우려했다.
[녹취: 와일더 전 보좌관] “I think they are playing dangerous game because if they think that they can simply strike out of this process and barely agree to denuclearization, one thing they need know about the Trump administration is that they are, they are not scared or refusing American power, and North Korea needs to be very careful in this. They will come a point when the United States tires of the process that this isn’t going anywhere.”
북한이 협상 절차에서 간단히 벗어나고 또 비핵화에 응하지 않을 수 있다고 판단한다면 트럼프 행정부가 미국의 힘을 보여주는 것을 두려워하지 않는다는 것을 알아야만 한다는 설명입니다.
이어 북한은 협상 과정에서 매우 신중할 필요가 있다며 협상이 진전을 보이지 않는 것에 대해 미국이 지쳐버리는 시기가 올 수도 있다고 강조했다.
현재 북한은 아무 것도 하지 않은 채 무언가를 얻으려고만 한다며 그렇게 해서는 안 된다고 덧붙였다.
6자회담 미국 측 수석대표를 지낸 크리스토퍼 힐 전 국무부 동아태 차관보는 남북 정상회담이 다시 개최된다는 것은 협상에 어떤 진전도 없는 것에 대한 우려가 크다는 신호일 수 있다고 말했다.
[녹취: 힐 전 차관보] “I think that it is probably indicating that there is a great deal of concern that there is no movement. We don’t know who has suggested it, but you remember that was the formula that worked once before when there appeared to be no movement.”
트럼프 대통령이 미-북 정상회담을 취소하는 등 협상이 답보 상태에 빠졌을 때 남북 정상회담을 통해 회담을 재개하게 했던 사례가 있다는 설명이다.
한편 한국이 북한의 ‘선 평화선언 후 비핵화’라는 입장을 지지한다는 뉴욕타임스의 최근 보도와 관련해 전직 미 관리들은 한국이 그렇게 했을 가능성은 낮다고 평가했습니다. 이 보도는 트럼프 대통령이 일단 평화선언을 하면 비핵화에 실패해도 군사행동으로 위협하는 것이 어려워진다고 전한 바 있다.
아인혼 전 특보는 한국이 북한의 입장을 지지한다고 보지 않는다며 한국은 미국과 북한의 입장 사이에서 가교 역할을 하려는 것이라고 내다봤다.
[녹취: 아인혼 전 특보] “I don’t believe South Korea is backing the North Korean position but I think that South Korean government could try to work with both the North and the U.S. on bridging that difference. It could work with both the North and the U.S. to figure out how to make balanced and reciprocal progress on those three elements of the three U.S.-DPRK joint statement.”
최근 미-북 공동성명에는 비핵화 이외에도 평화 체제 구축과 미-북 관계 개선 등의 내용이 담겨 있지만 미국이 북한의 비핵화 부문에만 집중해 불만이 있을 수 있다.
이에 따라 한국 정부가 비핵화와 평화 체제 구축 등 관계 개선의 균형을 맞추려 할 수 있다고 설명했습니다. 그러면서도 완전한 비핵화가 이뤄져야 평화 협정 체결이 가능하다고 강조했다.
한편 와일더 전 보좌관은 평화 선언이 이뤄져도 북한에 대한 미국의 군사공격이 어려워질 것 같지는 않다고 말했습니다. 조금 어려워질 수는 있지만 충분한 이유가 있다면 군사공격 시행에 손발이 묶이지 않을 것이란 설명이다.
[녹취: 와일더 전 보좌관] “If there was peace declaration, I suppose that you could argue that it would be little more difficult although I don’t think it would tie hands of the United States if there were good reasons for military strike on North Korea. You know the logic of that is little sunny, they can’t sign the peace agreement, South Koreans and North Koreans can talk all they want about peace declaration, but a peace declaration doesn’t include the power that has the forces on the peninsula doesn’t seem to be work very much.”
남북이 평화 선언과 관련해 계속 대화를 가질 수는 있지만 한반도에 군대가 주둔하는 한 미국을 제외한 평화 협정 체결은 이뤄지기 어렵다고 강조했다.
