코리 가드너 공화당 상원의원은 북한이 비핵화하지 않을 경우 남은 옵션은 최대 압박을 계속하는 것이지만, 외교적 발판은 크게 축소된 상황이라고 지적했다고 미국소리방송이 보도했다.

상원에서 대북 정책을 주도하고 있는 가드너 의원은 5일 VOA 기자와 만나, 북한이 비핵화 의지를 밝혔을 때부터 그들의 진정한 의도를 심각히 우려했고 이런 우려는 현재까지도 계속되고 있다며 이렇게 밝혔습니다.
[녹취:가드너 의원] “I have grave and serious doubts about the North Korea’s intentions. I’ve had that from day one and those concerns continue till today.”
이어 마이크 폼페오 국무장관의 재방북 조건과 관련해서는, 비핵화를 향한 구체적이고 검증 가능한 단계를 밟아나가는 한 그런 대화는 이뤄져야 한다고 전제했다.
[녹취:가드너 의원] “I mean as long as we are making concrete and verifiable steps towards denuclearization, those conversations should occur. But, until North Korea is seen as living up to its promise, I understand the President’s concern that we shouldn’t be meeting.”
북한이 약속을 지키는 모습을 보일 때까지 북한과 만나선 안 된다는 트럼프 대통령의 우려를 이해한다고 말했다.
그러면서 곧 이뤄질 남북 정상회담에서 한국의 문재인 대통령이 북한에 비핵화 약속을 이행할 것을 설득하길 바란다고 덧붙였다.
[녹취:가드너 의원] “I hope that President Moon can convince North Korea to fulfill its promise of denuclearization. I think that the Singapore summit was clear that expectation of both the United States and South Korea is for North Korea to move forward with denuclearization.”
싱가포르 회담을 계기로 미국과 한국의 기대는 북한이 비핵화 움직임을 보이는 것이라는 점을 분명히 했다고 덧붙였다.
상원 공화당 지도부 간사인 로이 블런트 상원의원은 북한이 한반도 비핵화 협상에 진지하지 않다면 방북해 대화할 이유가 없다는 분명한 메시지를 트럼프 행정부가 보내고 있다며, 상황을 지켜봐야 한다고 밝혔다.
[녹취:블런트 의원] “I think that they are sending a clear message there that if the North Koreans aren’t serious about negotiating on the issue of denuclearizing the peninsular, there is no reason for us to be there talking, so we will see.”

상원 국토안보위원장을 맡고 있는 론 존슨 공화당 상원의원은 비핵화가 북한 주민들을 위한 최선의 이익이라는 현실을 북한 정권이 깨닫지 못해 수십 년 동안 답답함을 느껴왔다고 말했다.
[녹취:존슨 의원] “That would be the best interest of their people. It’s obviously frustrating, and my frustration for decades is that the North Korean regime doesn’t understand that reality.”
이번에도 북한은 비핵화에 별다른 움직임을 보이지 않고 있어 진정으로 비핵화 의도가 있는 것인지 매우 우려된다.
이어 북한에 대한 압박을 유지하기 위해 중국의 협조를 이끌어내는 것이 미-중 관계의 최우선 사안이라는 점을 거듭 강조했다.
[녹취:존슨 의원] “I continue to say that our top priority with China needs to get their cooperation to maintain the pressure. That’s the only way that we can really get the North Koreans to, really, do what’s in best interest, which is to denuclearize and then work with the rest of the world to improve their economy.
북한이 자신들을 위한 최선의 이익, 즉 비핵화를 함으로써 전 세계와 협력해 자국 경제를 개선할 수 있는 유일한 방법이다.
이어 경제 관계 등 미국이 갖고 있는 모든 역량을 동원해 북한의 비핵화에 협조하도록 중국을 압박하는 것이 현재로선 미-중 관계의 최우선 순위라고 설명했다.
[녹취:존슨 의원] “I think you push all the levels of our American power, our economic relationships and try to get them cooperate, try to get them to understand that it’s in their best interest as well to have the denuclearized Korean peninsular. I see that as our top priority currently. For the short term is, to get their cooperation in North Korea because I believe that it’s such an enormous threat…”
북한이 비핵화하지 않을 경우 미국에 남는 옵션은 별로 좋은 것들이 아니라고 경고했다.
일부 민주당 의원들은 북한이 비핵화할 의도가 없다고 명확한 선을 그으면서 트럼프 행정부에 더욱 효과적인 외교를 지속할 것을 주문했다.

상원 외교위 소속인 크리스 머피 민주당 상원의원은 북한이 비핵화 의도가 없다는 사실이 ‘사진 촬영’에 불과한 싱가포르 회담 이후 매우 명확해졌다고 지적했다.
[녹취:머피 의원] “They got a nice photo op with the President but I don’t think they have any intention to stand down their nuclear program. They’ve made that very clear since the photo op happened.”
이어 현재 북한은 제재를 완화 받고 미-한 연합군사훈련을 중단시키는 등 미국을 조종하기 위해 대화를 이용하고 있을 가능성이 높다고 지적했다.
[녹취:머피 의원] “I don’t think that there is never a reason not to talk unless you are sure that your partner is trying to use the talks to manipulate you. I think Kim is likely using the talks to manipulate us, to weaken the sanctions, to get us to stand down military exercises. So, I don’t think there is much to happen out of these talks, aligned with the U.S. national security interests.”
현재 북한과의 대화에서는 미국의 국가안보이익에 부합하는 결과가 나오지 않았다.
이어 북한이 비핵화하지 않을 경우 군사 옵션을 테이블 위에 올려야 하겠지만 그리 끌리는 옵션은 아니라며 더욱 효과적인 외교가 필요하다고 강조했다.
[녹취:머피 의원] “If they don’t denuclearize, well, they have to denuclearize. We’ve obviously kept the military option on the table. It’s not appetizing but we need more effective diplomacy. We just don’t have an effective diplomat and the White House today. If we have more effective diplomats, maybe we will be able to get to a different place.”
트럼프 행정부의 외교관과 백악관 주요 인사들은 효과적이지 않기 때문에 더욱 효과적인 외교관이 있다면 상황이 달라질 것이란 겁니다.

상원 외교위 소속인 팀 케인 민주당 상원의원은 마이크 폼페오 장관의 노력을 높게 평가하고 대화를 지지한다면서도, 싱가포르 회담 이후 사진촬영 외에는 구체적이고 긍정적인 진전을 보여주는 증거가 전혀 없다고 지적했다.
[녹취:케인 의원] “We think that Secretary Pompeo is trying but aside from the photo op, we have no evidence from the administration of any concrete step that’s been taken…it’s just that they have not produced other than the photo an any evidence of positive moves forward. I support the dialog. I don’t mind them doing the dialog. But, we just see no any evidence of any concrete actions.”

상원 외교위 소속인 탐 우달 민주당 상원의원도 북한의 비핵화 의지가 매우 의심스럽다며 북한이 비핵화하지 않을 경우 남은 옵션 중 하나는 강력한 제재 부과라고 말했다.

이어 김정은이 애초에 이번 논의를 시작한 이유는 북한 경제가 흔들리고 있기 때문에 제재 완화를 받기 위한 것이었다고 지적했다.
