마이크 폼페오 미국 국무장관은 북한의 핵무기 폐기를 직접 검증하고, 볼 수 있어야 한다며 그 전까지 제재 해제는 없을 것이라고 밝혔다고 미국소리방송이 보도했다.

[폼페오 장관] “Well, he said that he will. We’ll have to verify it. We have to see it. Your point is well taken. No one should for a moment believe that President Trump or me or this administration is going to take anyone’s word for this. We’ll need to see it. We’ll need to know it.”
폼페오 장관은 1일 라디오 진행자 마크 리어든과의 인터뷰에서 북한의 핵무기 포기 약속을 왜 믿어야 하느냐’는 질문에 “김정은 국무위원장이 그렇게 하기로 했기 때문”이라면서도 미국은 그것을 검증해야 하고, 눈으로 봐야 한다고 말했다.
그러면서 어느 누구도 트럼프 대통령이나 폼페오 장관 자신 혹은 미 행정부가 누군가의 말을 곧이곧대로 받아들일 것이라고 생각해선 안 된다며 “우리는 볼 필요가 있고, 알 필요가 있다”고 거듭 강조했다.
[폼페오 장관] “And once we’ve had the capacity, the opportunity to verify that this has taken place, then and only then will the economic sanctions that have been put on North Korea be removed.”
그러면서 미국이 그렇게 할 수 있을 때, 즉 검증할 수 있는 기회를 갖게 될 때, 북한에 가해진 경제적 제재는 해제될 것이라고 밝혔다.
폼페오 장관은 같은 날 라스 라슨과의 인터뷰에서도 “검증이 전부”라며 검증을 강조했다.
[폼페오 장관] “Goodness, it’s all about verification. I was there a few weeks back. I met with Chairman Kim. He reiterated his commitment to denuclearize. We made a little progress on what the next steps ought to look like. I’m hopeful we’ll have a summit before too long, where we’ll make another substantial step along the way. Only time will tell.”
폼페오 장관은 몇 주전 김 위원장과 만났을 때 그가 비핵화에 대한 약속을 거듭 확인했다며, “다음 단계가 어떤 모습이어야 할 지를 놓고 약간의 진전을 이뤘다”고 말했다.
이어 머지않아 정상회담을 갖게 되길 바란다며, 이 정상회담에서 또 한 번의 실질적인 움직임이 만들어질 것이라고 덧붙였다. 다만 구체적인 시점에 대해선 언급하지 않은 채 “단지 시간이 말해줄 것”이라고 말했다.
폼페오 장관은 트럼프 행정부의 대북 접근법이 전임 행정부 때와 다르다는 점도 강조했다.
[폼페오 장관] “What I want your listeners to know is, unlike previous administrations that have begun negotiations, grown weary of them, and then have provided North Korea with a whole bunch of money, this administration has no intention of allowing that to happen.”
협상을 시작하고, 교착 상태에 빠진 뒤 북한에 많은 돈을 지불했던 전임 행정부들과 달리, 트럼프 행정부는 그런 일을 허용할 의도가 없다.
폼페오 장관은 북한 문제에 있어 실질적인 진전을 이뤘지만 여전히 할 일이 많다는 사실 또한 인정한다고 말했다.
[폼페오 장관] “We have made real progress on North Korea. There still remains an awful lot to do; I’ll concede that. But no one thought this would either be easy, straightforward without some complexity, nor did anybody think this would be quick. Remember, we’re only a few months past the June summit. This has been a problem that’s gone on for decades.”
그러나 어느 누구도 이것이 쉽거나 복잡하지 않은 간단한 일 혹은 빨리 해결될 일이라고 생각하지 않았다며, 미-북 정상회담이 열린 6월부터 몇 개월 밖에 지나지 않았다는 사실을 기억해야 한다고 말했다. 이에 반해 북한 문제는 지난 수십 년간 이어져 왔다.
폼페오 장관은 트럼프 행정부가 북한의 미사일 시험 발사와 핵 실험을 하지 못하도록 했고, 미군 참전용사 유해도 돌려받았다며 앞으로 이런 일이 더 있길 바란다고 말했다.
[폼페오 장관] “We have convinced North Korea not to test fire their missiles. They haven’t conducted a nuclear test. They returned a number of remains of American fallen soldiers. I’m hopeful there will be more to follow. And they have dismantled a couple of facilities, which we are hopeful we will get a chance to actually conduct verification on before too long as well. There still remains an awful lot of their nuclear program that needs to be dismantled and verified. We’re working to bring those steps forward.”
북한이 시설 두 곳을 폐쇄했다면서, 머지않아 이들에 대한 실제 검증 작업을 할 기회도 얻게 되길 바란다고 밝혔다.
그러면서도 여전히 폐기돼야 하고 검증돼야 할 북한의 핵 프로그램은 매우 많이 남아있다며 “우리는 이 단계를 밟기 위해 노력하고 있다”고 덧붙였다.
[폼페오 장관] “But make no mistake, President Trump’s been clear. The economic sanctions will not be lifted until such time as we have had the capacity to verify that they have eliminated their nuclear program.”
폼페오 장관은 북한의 핵 프로그램이 제거됐다는 것을 미국이 검증할 수 있을 때 경제 제재가 해제될 것이라는 점을 트럼프 대통령이 분명히 해왔다고 거듭 강조했다.
