Chad is under a nationwide state of emergency today (Friday) as the government attempts to restore order after a rebel attack on the capital earlier this month.
President Idriss Deby announced the emergency late Thursday, saying it would begin today and last for 15 days. He said exceptional measures are necessary to maintain order and guarantee stability in the country.
The emergency decree authorizes a midnight-to-dawn curfew and allows the government to control movement of people and vehicles, ban meetings and control what is published in the media.In another development, the U.N. refugee agency says gunmen in eastern Chad have prevented aid workers from moving thousands of refugees from Darfur away from the volatile Chad-Sudan border.
A U.N. refugee spokeswoman (Jennifer Pagonis) says the identity of the gunmen is unknown, and that the men gave no reason for their actions.
