차드는 반군의 수도 은자메나  공격 후 질서를 회복하려고 노력하는 가운데 차드 전역에 국가비상사태를 선포했다.고 미국 소리방송이 보도했다. 

이드리스 데비 대통령은 14일 밤, 국가비상사태를 선포하고, 이 국가비상사태가 15일부터 발효돼 앞으로 15일간 계속될 것이라고 밝혔다.

데비 대통령은 동티모르의 질서를 유지하고 안정을 확보하기 위해 예외적인 조치가 필요하다고 말했다.

이 국가비상사태령은 야간통행금지와 사람과 차량의 이동 통제, 집회 금지, 출판 통제 등의 내용으로 돼 있다.

한편, 인권단체 휴먼 라이츠워치의 한 관계자는 차드 정부가 치안을 확보하도록 모든 조치를 취해야 할 것이라고 밝혔다. 그러나 그는 차드 관계자들이 그 과정에서 기본적인 인권을 위반했다고 지적했다. 

Chad is under a nationwide state of emergency today (Friday) as the government attempts to restore order after a rebel attack on the capital earlier this month.

President Idriss Deby announced the emergency late Thursday, saying it would begin today and last for 15 days. He said exceptional measures are necessary to maintain order and guarantee stability in the country.

The emergency decree authorizes a midnight-to-dawn curfew and allows the government to control movement of people and vehicles, ban meetings and control what is published in the media.In another development, the U.N. refugee agency says gunmen in eastern Chad have prevented aid workers from moving thousands of refugees from Darfur away from the volatile Chad-Sudan border.

A U.N. refugee spokeswoman (Jennifer Pagonis) says the identity of the gunmen is unknown, and that the men gave no reason for their actions.
