한국디지털뉴스 이정근 기자ㅣ대한민국, 미국, 일본, 과테말라, 그리스, 네덜란드, 노르웨이, 뉴질랜드, 덴마크, 독일, 라트비아, 루마니아, 리투아니아, 리히텐슈타인, 룩셈부르크, 모나코, 몬테네그로, 몰도바, 몰타, 벨기에, 북마케도니아, 불가리아, 사이프러스, 산마리노, 스웨덴, 스페인, 슬로베니아, 아르헨티나, 아이슬란드, 아일랜드, 안도라, 알바니아, 에스토니아, 영국, 오스트리아, 우크라이나, 이스라엘, 이탈리아, 조지아, 체코, 캐나다, 크로아티아, 팔라우, 포르투갈, 폴란드, 프랑스, 핀란드, 호주 등 48개국 및 유럽연합(EU)은 북한의 대러 탄도미사일 이전을 규탄하는 외교장관 공동성명을 발표했다. 우리는 북한이 탄도미사일을 수출하고, 러시아가 북한으로부터 탄도미사일을 조달한 것, 나아가 러시아가 이러한 미사일들을 2023년 12월 30일 그리고 지난 2일 우크라이나 공격에 사용한 것을 가장 강력한 언어로 규탄한다. 무기 이전은 우크라이나 국민들의 고통을 가중시키고, 러시아의 침략 전쟁을 지원하며, 국제 비확산 체제를 저해한다. 또한, 우크라이나에서 러시아의 북한제 탄도미사일 사용은 북한으로 하여금 중요한 기술 군사적 통찰력을 얻게 한다. 우리는 이러한 협력이 유럽, 한반도, 인태지역 전반 및 전세계 안보에 미치는 영향에 대해 깊이 우려한다. 우리 정부들은 러북간 무기 이전에 대해 결연히 반대한다는 입장을 공유하고 있다. 북한이 탄도미사일과 여타 무기·관련 물자를 러시아에 이전하는 것은 러시아 스스로 동의한 다수의 유엔 안보리 결의(결의 1718호(2006), 1874호(2009) 및 2270호(2016))를 명백하게 위반이다. 우리는 이러한 무기 수출의 대가로 러시아가 북한에 무엇을 제공하는지 면밀하게 주시하고 있다. 우리는 북한과 러시아가 관련 유엔 안보리 결의를 준수하고 이를 위반하는 모든 활동을 즉각 중단할 것을 촉구했다. 우리는 모든 유엔 안보리 이사국을 포함한 모든 유엔 회원국들이 러시아와 북한의 명백한 유엔 안보리 결의 위반을 규탄하는데 동참할 것을 촉구한다. 러시아가 우크라이나 국민들을 대상으로 일련의 미사일 및 드론 공격을 가하는 상황에서, 우리는 계속 우크라이나의 편에 함께 설 것이다. 북한이 한반도에서 항구적 평화를 달성하기 위한 유일한 길인 외교에 복귀하라는 우리측의 거듭된 진지한 제안들에 호응할 것을 다시 한 번 촉구한다. Joint Statement on DPRK-Russia Ballistic Missile Transfers We condemn in the strongest possible terms the Democratic People’s Republic of Korea’s (DPRK) export and Russia’s procurement of DPRK ballistic missiles, as well as Russia’s use of these missiles against Ukraine on December 30, 2023, and January 2, 2024. The transfer of these weapons increases the suffering of the Ukrainian people, supports Russia’s war of aggression, and undermines the global non-proliferation regime. Russia’s use of DPRK ballistic missiles in Ukraine also provides valuable technical and military insights to the DPRK. We are deeply concerned about the security implications that this cooperation has in Europe, on the Korean Peninsula, across the Indo-Pacific region, and around the world. Our governments stand together in resolute opposition to arms transfers between the DPRK and Russia. The transfer of ballistic missiles, along with any other arms and related materiel, from the DPRK to Russia flagrantly violates multiple United Nations Security Council resolutions (UNSCRs) - namely, resolution 1718 (2006), resolution 1874 (2009), and resolution 2270 (2016) - that Russia itself supported. We are closely monitoring what Russia provides to the DPRK in return for these weapons exports. We call on the DPRK and Russia to abide by relevant UNSCRs and to immediately cease all activities that violate them. We urge all UN Member States, including all members of the United Nations Security Council, to join us in condemning Russia and the DPRK’s flagrant UNSCR violations. As Russia launches waves of missiles and drones against the Ukrainian people, we will continue to stand together in support of Ukraine. We further call on the DPRK to respond to the numerous and genuine offers to return to diplomacy, the only path to an enduring peace on the Korean Peninsula.
