My name is Simon Bae, the publisher/editor of KOREA UNITY PRESS/ TV USA. Today, I want to request the Mayor, Antonio Villaraigosa, Police Department, Charlie Beck, and Sheriff’s Department, Lee Baca of LA County not to attend the Korean Federation of Los Angeles Chairmanship. This event will take on June 21st, and the Chairmanship for Korean Federation of Los Angeles has been elected unjustifiably. The election resulted through an illegal bribery of money amount of 200 thousand to 300 thousand without voting, and this has been going on since year of 2004 to present. I have reported this issue to the Korean Government. Also I have issued it onto my TV News and Internet News where I have been the representative of Korea and LA News Paper/ TV for 40years. This unlawful action has offended and angered the Korean American Community. Furthermore, the Korean Community Members are planning to sue the organization who was behind this crime and have called for a lawyer. I respectfully request Mayor, Antonio Villaraigosa, Police Department, and Sheriff’s Department Lee Baca, to deeply reconsider participating in the event of Chairmanship of Korean Federation of Los Angeles. If you are still planning to attend this event, regardless of my request, I really want to question if you are really working for justice in this society. I hope that you make the right decision and I really do appreciate for taking the time to read my letter. Thank You.

Plaintiffs do hereby file this Complaint for Temporary Restraining Order “Not to Take Office of the 13th Chairman Elect of Korean American Federation of Los Angeles, Inc. Moo Han BAE without voting” and Temporary Suspension of the Non-Profit Organization of Korean American Federation of Los Angeles, Inc. from its Office on the following grounds :
1.Our Korean community registered with State of California as a non-profit organization in 1982 and also registered with the U.S. federal government as the same non-profit organization. Especially, the election of the chairman is performed in accordance with Article 9, and 18 of Statue of Federation. However, from the election held on May, 2010, a new illegitimate Elections Rules was instituted by the staff of candidates for Chairman, which is not the Election Law set forth in the State of Federation of Korean American Federation of Los Angeles, Inc. In this illegitimate Election Rules fabricated by those staff of candidates for Chairman, they set some traps in conspiracy for the candidates to fall into in violation of this illegitimate Election Rules. ( any candidate may be disqualified from the candidate during the course of the election campaign.) Since then, the election of Chairman has been a fraudulent event. The election of Chairman held in May, 2012 was not exception. It was the exact replica of the previous fraudulent election held 2 years ago.
2.For this reason, our Korean community is now full of rage and public opinion is now prevailing that Korean voters who have been deceived and have not voted for this election at all strongly speak out that this election should be declared null and void and so a reelection should be carried out.
3.Whereas plaintiffs have determined that this election is a fraudulent case which was not performed in accordance with Article 5, and 6 of State of Federation, we plaintiffs, for the purpose of Temporary Restraining Order “Not to Take Office the self-appointed Chairman elect of Korean American Federation of Los Angeles, Inc.” without voting do hereby demand that legal punishment be executed against this Chairman elect and all the parties concerned. If Plaintiffs’ demand is admitted, then Plaintiffs will demand this Court again to extend a legal judgment of heavier punishment of such bad people as Korean American Federation of Los Angeles, Inc., and Election Management Committee of Korean-American Federation. (Los Angeles Superior Court’s Order on 07-16-1999 by Judge David Yafee, Article 8511, 7150, and 5150 of California Code on Non-Profit Organization, etc.)
Supporting Grounds for Complaint for Temporary Restraining Order “Not to Take Office of Chairman Elect.”
1The incumbent Chairwoman Scarlet UHM of Korean-American Federation of Los Angeles took $100,000.00 in around March, 2012 from Mr. Moo Han BAE, the alleged Chairman elect of this Federation. Scarlet UHM manipulated the conspiracy to make Mr. Moo Han BAE elected without voting as the Chairman of this Federation in the election held in May, 2012.She is a habitual criminal who has committed this kinds of crimes a couple times. This information has been provided by Mr. Si Young JO, President of Korean American Federation of Eastern Los Angeles on 06-17-2012.(Tel : (909) 241-1111)
2. It has been confirmed that just before the impending election of Chairman to be held on 05-19-2012, Election Management Committee of Korean-American Federation of Los Angeles willfully perpetrated the conspiracy to make the candidate, especially Moo Han BAE among candidates Moo Han BAE and John PARK elected without voting.
3.Election Management Committee of Korean-American Federation of Los Angeles has disqualified the candidate John PARK on 05-16-2012 on the alleged charges that John Park had overpaid $52.00 for a meal for voters (Election Rules just $200.00 allows legally for one round of meal for voters and Mr. Park also had violated the clause that a candidate must report to the Committee any meeting at which over 10 people are present.
4.This fact has turned out later that the staff member of the candidate John PARK had made the restaurant issue the receipt of $252.00 without Mr. Park’s knowledge of it, and they delivered the copy of the receipt to the opposite candidate’s election camp. Furthermore, while the candidate John PARK was staging the election campaign over 100 times, some administrative employee for election gave the Election Management Committee some information that Mr. Park had not reported to the Election Management Committee, which was also a pre-designed conspiracy for the candidate John Park to be trapped on charge of violation of the Election Rules.
5.Here are the grounds for the conspiracy predesigned by the Election Management Committee for the election of candidate Moo Han BAE without voting.
1)The Election Management Committee has turned down and delayed the investigation intentionally into the complaint filed by candidate John Park that candidate Moo Han BAE filled out falsely his educational background (Mr. Bae is actually a junior high school graduate.) This false presentation of education background is a violation of the Election Rules.
2) This Election Management Committee has embezzled the $21,241.00 out of $200,000.00 which both candidates had deposited after they withdrew in cash.
3)This Committee spent and used over $150,000.00 out of $200,000.00 in spite that the election has never been carried out.
4)This Committee did not make the balloting box even 3 days before the election, and did not get the ballot paper printed. This Committee did not set any balloting facility for 8 places. (The same irregularities was committed in the election for 30th Chairman of Korean-American Federation of Los Angels held in 2010.)
5)The much more horrible crime was committed by having paid on 05-18-2012 $1,413.00 for printing of the ballot paper even after the candidate John Park was declared as disqualified, especially, members of the Election Management Committee spent the deposit money for their personal daily expenditure.
(The provisions of the Election Rules set forth their service free of charge.)
Further, the members of the Election Management Committee have also paid on 05-19-2012 an amount of $24,607.00 to the computer company which take cares the computer of tallying the ballots even though the election actually has never been carried out.
6)The Chairman of Korean-American Federation of Los Angeles has made the $75,674.38 out of $200,000.00 transferred illegally which the Federation has been keeping . These defendants has committed such nasty and shameful fraudulent crimes year in and year out in last several years very intelligently and repeatedly , which has even neutralized our Plaintiffs’ efforts to fight against them.
7)And further more, 5 persons of the 9 members of the Election Management Committee were the incumbent Directors of the Korean-American Federation of Los Angeles, one member of the Election Management Committee resigned from the Committee. This forum of 8 members of the Committee has violated the Election Rules that the Committee shall consist of odd numbers of members.
8)The utmost important fact is that on 05-02-2012, Board of Directors of Korean-American Federation of Los Angeles determined and notified the Election Management Committee that Chairman of the Election Management Committee and its Vice Chairman had been suspended from their office on the charge that they operated the duty of election management in unfair manner , and even though the members of the Election Management Committee declared that all of them had resigned from their job at a press conference, but actually they did not quit the job, only continued to work as they had already
been doing. By doing so, they had ridiculed the voters.
Meanwhile, during the course of their continued work, they suddenly disqualified on 05-16-2012 the candidate John PARK without granting any chance to Mr. Park to vindicate himself nor any explanation and witnessing, further after declaring that the Election Management Committee has been dismissed , answering the questions raised by reporters. They declared on the spot that the candidate Moo Han BAE has been elected as the Chairman and delivered the certificate of election to Mr. BAE by winning the election without voting.
The above stated irregularities have violated the fundamental Rules and Regulations of the United Stats of America by which they hurt and damaged the innocent candidate through violations of law and embezzlement , and further they ridiculed the Korean voters.
9)Won Young LEE, vice chairman of Election Management Committee even visited Mr. John Park and instigated Mr. Park to run for the Chairman of Korean-American Federation of Los Angeles and to register with the Committee as a candidate.
Now, therefore, we Plaintiff sincerely and resolutely advise the Honorable Judge that those bad people be judged and punished in accordance with law.

of $200,000.00 in deposit was wasted.
7.The mobile images of the members of Election Management Committee
at the press Conference and the copies of Plaintiff’s letters to Mayor of
City of Los Angeles, Police Chief of Los Angels Police Department, and
Director of Los County Sheriff advising not to attend the inauguration
ceremony.
8.Two men signing the paper in the picture are the very persons who
committed the conspiracy by which they made the candidate Moo Han
BAE elected as the Chairman of Korean-American Federation of Los
Angeles without voting in May, 2012. The man standing in the right hand
side is Mr. Young Dae KIM, staff member for Moo Han BAE’s election
camp and he committed the same conspiracy in the 2010 election.

I have stood in the court Room 10 years after the previous presence.
Whereas, since 2004, the court has not rendered a clear cut order that the right and authority to amend and revise the Statue of Federation of Korean-American Federation of Los Angeles rests in the Korean voters, Korean community has been suffering the same irregularities and fraudulences which have prevailed throughout all the elections for and by Korean-American Federation of Los Angeles.
The present case is also concerning the such irregularities and fraudulences committed by even the staff members of the candidates for the Chairman of the Federation.
They have committed such horrible conspiracy that candidate Moo Han BAE could be elected as Chairman of the Federation without voting.
The exactly same irregularities were committee in the election held 2 years ago( in 2010).

I respectfully and sincerely entreat for you to review my complaint with full attention and to render an Temporary Restraining Order “Not to take office , on 06-21-2012, of the chairman elect, Moo Han BAE chosen by fraudulent crimes.
For my part, I want this Court to perform a criminal judgment at the same time when this Court handles the administrative suit of Temporary Restraining Order.
We Plaintiffs will proceed with the main legal suit against the Defendants after we get Your Order granted.
